Hi, Sue, This looks just like a 1920s Western Electric candlestick telephone I found on Wikipedia. The cylindrical part was 10 inches long, going up from a round base. The rotary dial was added in the 1920s. Earlier phones had no dial and later phones had an oval base to help keep them from tipping over when being dialed. Maybe this was a toy or sales gimmick from Western Electric. It looks too big for the small Marx table and even seems a little big for the Renwal table. I hope this helps.
